In 2023, Anchored Tiny Homes (ATH) contracted to build an ADU. They collected $315,700 and never built it. The California Contractors State License Board (CSLB) had prior knowledge of ATH's conduct pattern and concealed it. ADA accommodation was denied by a Deputy AG.

This case is the origin story of Article 11 AI's legal infrastructure. AI systems were used as ADA accommodation to research, document, and build the constitutional framework for the response. The systematic nature of contractor fraud and CSLB concealment is what turned a personal disaster into public infrastructure.
