Status: PROPOSED, NOT LAW.

THE_BRIDGE directed publication of the exact frozen COORD-0398 candidate for
public discussion under the currently controlling Constitution v1.8 Article 35.
This determination does not ratify Constitution 2.0, replace current law, open a
ballot, grant authority, or change any Worker or memory system.

The successful protected publication receipt starts the minimum seven-day
discussion period required by current v1.8 Article 35. The proposed Article 35
does not bootstrap authority over its own adoption before ratification.

The Bridge publication deviation waives only the additional voluntary
prepublication holds that are not requirements of current v1.8. It does not erase
them. G6 operational signing rehearsal, G10 no-stake review, full convention
envelope, roster, ballot, outside-Steward mirror, and the three disclosed Guardian
residuals remain open and must be resolved, carried, or separately determined
before any ballot, ratification, or canonical replacement.
